North Extension to the
White River Location: Hopkins' Overlook is located along the North edge of Highway 62B/Harding Boulevard at the intersection of Harding and 2nd Street. This is inside the city limits of Cotter and is accompanied by both residential and commercial establishments. Nearby landmarks include the 1904 railroad bridge and the 1930 Rainbow Arch bridge which is on the National Register of Historic Places. Purpose of the Project: Hopkins' Overlook enhancement will promote tourism and economic development downtown. With 2nd Street as the primary downtown street for economic activity the terminus North to the river becomes very important. The lookout area would be expanded to include a 50 foot tower, plantings, parking, a picnic area, and access to the Rainbow Trail. The tower becomes a landmark adjacent to the downtown area, but more importantly, creates a beacon for travelers on the Hwy 62 Bypass on the other side of the river. This highly visible landmark could entice people to exit the Bypass and drive into downtown Cotter for a short visit. Site Description: A very steep bluff line defines the site. The overlook is located at the top of this steep bluff (120 feet) which slopes to the White River below. Dense vegetation covers the slope from the overlook to the river. This vegetation is in the early stages of succession and has a great variety of species including red bud (Cercis canadensis), Elm (Ulmus) species and many Oak (Quercus) species. City services are available for water and power at this site. The overlook is oriented east to west with the view of the river to the north. Historical Significance: The Hopkins' Overlook is located on an easement which was given to the city of Cotter by Laura Watkins Hopkins shortly after the death of Clarence Hopkins. The local lumber yard was owned and operated by Clarence Hopkins, and he was also a banker in the city. Project Description: The overlook enhancement includes extension of the overlook towards the White River with a natural stone retaining wall. Fill is added to create space to accommodate eight parking spaces and a lower platform for viewing and picnicking. In order to acquire more space at the top of the bluff, the eastbound lane of Harding would be incorporated into the overlook as a planter creating a division between the road and the overlook. A 50 foot observation tower is also included in this proposal. This tower would create a focal point from the Highway 62 Bypass to attract visitors to the downtown area. The tower would also provide a view of the entire downtown, the two historic bridges, and the White River as it rounds the bend and continues past 2nd Street again on its south terminus.
